I have this bug too.
Observation: When I entered the UEFI setup (pressing F2 while powering up on my Lenovo flex) the Grub menu appeared after exiting UEFI setup. Strange!

Lastly activating `GRUB_TERMINAL=console` based on https://medium.com/@leijerry888/get-grub-menu-back-after-installing-ubuntu-20-04-alongside-windows-dab5de5afc37 fixed the issue for me.
