This bug also affecting me, after upgrade the server is in reboot loop because first kernel is crashing or does not exist, I must select manually other kernel. After each upgrade there is same error that grub cant be upgraded.

Installing grub to /boot/efi.
Installing for x86_64-efi platform.

grub-install: error: failed to register the EFI boot entry: Operation not permitted.
Installing grub to /boot/efi.
Installing for x86_64-efi platform.
Installation finished. No error reported.
