Apport does not prompt for package when choosing "Other problem"

Bug Description
The help page "Report a problem in ubuntu" says: "If you have a hardware issue or don't know the name of the program affected, just type ubuntu-bug"
This doesn't work if you select "Other problem" from the popup window, as ubuntu-bug requires the name of a package or PID to continue.

Hi David, thanks for your report. If I type "ubuntu-bug" at a terminal, it pops up apport-gtk and asks what type of bug I would like to report. Do you not experience this behavior? If you get an error, please post it here. Thanks in advance.
