Note that http://bazaar.launchpad.net/~crimsun/pulseaudio/trunk/annotate/head%3A/src/daemon/start-pulseaudio-x11.in
shows that the module is loaded if $SESSION_MANAGER is not an empty
string.

In Lucid, the only change to this file is to load x11-bell; see
http://bazaar.launchpad.net/%7Eubuntu-core-dev/pulseaudio/ubuntu/revision/213/debian/patches/0057-load-module-x11-bell.patch
