You should think the case of a user with international US keyboard in his notebook that occasionally attaches an external keyboard with different language. When I change my keyboard setting within Gnome, it keeps returning (randomly?) to GDM configuration. That's not the behaviour I expect. Sometimes I use KDE and it keeps my setting through the entire session.
