I've uploaded custom gnome-settings-daemon package with this bug fixed (completely ignoring GDM layout in user sessions). You can get it from: https://launchpad.net/~ihar-hrachyshka/+archive/ppa
The fix is backported from GNOME master git branch: http://git.gnome.org/browse/gnome-settings-daemon/patch/?id=7fdb0c0de728b6a7a90475defb1af0f36c359f79
