I have a fresh install of 8.10 and this still seems present. As far I can I tell from the discusion here and at http://ubuntuforums.org/showthread.php?t=499105&page=2 that is. Tomboy Notes keeps starting at Startup, regardless of what i do. . . However in Intrepid there doesn't seem to be a ~/.gnome2/session file.
