I've test with locales:

es_AR
es_BO
es_ES
es_CO
es_CL
and I think that don't work with any es_*.UTF8 locale.

Looking the key /apps/panel/applets/applet_0/prefs/format, it change to 12 and 24 h format.

version: Ubuntu 8.04
package: gnome-panel 1:2.22.0-0ubuntu3

Steps to reproduce:
- Login with any Spanish language.
- Open clock preferences and select '12 h format'

Result expected:
- The clock change to 12 hour format

Actual result:
- no change the format, still in 24 h
