I am using Gnome-Shell, from the Ubuntu Gnome 13.04 (64-bit) beta image (ie unity itself not installed).
I can reproduce with:
Open Empathy.
Click on Empathy Menu > Accounts
Choose Add Account
-- IRC Is not listed.
Open Terminal.
run: sudo apt-get install account-plugin-irc
Open Empathy
Click on Empathy Menu > Accounts
Choose Add Account
-- IRC is now available to be added to Empathy.
As mentioned previously I am using Ubuntu Gnome and these other UOA packages are included.
In particular note:
"Empathy has been built to use ubuntu-online-accounts — to the extent that Empathy will open that configuration panel when the user chooses Accounts from its menu."
