Upon attempting to add a calendar from outlook.com, I was greeted with a username/password dialog box. So, I entered my username (an email address in this case) and an app password I generated since I have two-factor authentication. The dialog box would go away, but the calendar would not be added.
The only workaround was to add the calendar using Evolution, which properly accepted the username/app-password and added the calendar. Unfortunately, at that point, I discovered another bug which I will link here as soon as I get it filed.
