I'am affected on Xubuntu 7.10 (upgraded from 7.04). Firefox version is 2.0.0.6+2nobinonly-0ubuntu1.
Disabling pango by MOZ_DISABLE_PANGO=1 doubles speed on a local copy of http://scragz.com/tech/mozilla/test-rendering-time. That means from 6.8 s to 3.2 s. My /etc/environment says: LANG="en_US.UTF-8".
