Comment 7 for bug 481541

I think using a wording like "Open new tabs from bookmarks, history or external
applications in the foreground" would be better since "select" (or even "focus")
isn't terribly clear if you don't already know what the options do. You might
even use "in the background" and reverse what the option does.
