It's probably too close to the release of 15.10 to risk introducing a new version at this point, but hopefully someone will take a look at this for the next release.
I noticed that 3.18 has been packaged in Debian unstable already, so maybe it is simply a case of merging (or possibly syncing) that version to Ubuntu. (https://tracker.debian.org/pkg/evolution)
