It's currently not possible to retrieve encryption certificates from GAL when connecting to o365.

The patch has not yet been merged upstream due to hard code freeze.

I've back-ported the patch to evolution-ews 3.36.5 so it could be shipped with Ubuntu LTS. Would be great if you could integrate that and ship it with Ubuntu LTS, so people could benefit already today.
