Same for me on karmic, don't have a bluetooth adapter so I can not test if enabling the service helps.

The speech is cut short using espeak directly on the terminal but when using speech-dispatcher setup to use pulse the speech is rendered correctly.
When alsa is specified with speech-dispatcher usind spd-conf there is no espeak sound output on karmic.
