See bug #89752. The problem is that the Ubuntu kernels isn't building the necessary ACPI modules into the kernel, but rather using loadable modules that aren't getting loaded before e2fsck runs. So that causes a problem with e2fsck not being able to tell whether or not the system is running on batteries or not.
