I just ran into this while testing the upgrade from hardy to lucid, on a server machine that was running linux 2.6.18. The do-release-update worked fine and successfully unpacked and installed all the new packages... but when I tried to run "aptitude install" immediately after the upgrade script finished, the aptitude/dpkg/tar combo failed (with the same error messages as shown in the initial bug report).
Extracting the "tar" binary from the Debian 1.23 tar package (using a different machine) and copying it into /bin/tar on the test machine allowed aptitude/dpkg to start working again.
I know I will need to upgrade the kernel on this machine for other reasons, but given that having package installs suddenly start failing in the middle of an upgrade session is both surprising and inconvenient, it seems like it might be worth pushing to get tar 1.23 into lucid....
