I don't think this is a "d-conf" fault... Since it is writing the configuration... The problem, apparently, is with the Ubuntu itself, that is ignoring that configuration, so, this affects the "distro" as a whole.
Ubuntu NEEDs a much better Proxy Settings under "System Settings" => "Network" => "Network Proxy". Even Windows XP have a better Proxy configuration than Trusty, this is a shame for us... :'(
