1) cups.path doesn't seem to be started until after reboot.
2) I can't reliably reproduce my example case. After the second stop, cups.service is claimed to have been stopped successfully, but a subsequent call to "systemctl status cups.service" shows it as still running.
3) I have seen the failure case from my example in my testing on Zesty, after fiddling with combinations of commands from my example, but I don't have steps to get there.
