CUPS downgrading to 1.5.2-9 failed - cannot revert back to 1.5.3 now

Bug Description

I tried downgrading CUPS from 1.5.3 to 1.5.2-9 via Synaptic due to a bug in 1.5.3 that causes CUPS to print only partial pages. https://bugs.launchpad.net/ubuntu/+source/cups/+bug/1032456 The downgrading failed (because some symbolic link could not be created?) and now I have a broken CUPS 1.5.2-9 install that will not upgrade to 1.5.3 either.

Workaround: mv /usr/lib/cups/backend/ipp14 /usr/lib/cups/backend-available/ipp14
