Here is what I learned from my bug report on the Gnome bugzilla: this problem goes away if you turn off all desktop visual effects, which switches you from the compiz window manager to metacity. To do this I went into System -> Preferences -> Appearance and clicked the Visual Effects tab, and selected "None". Evidently this fixes "Move window to workspace N" as well.
