Binary package hint: cinepaint

Cinepaint has been removed from Debian sid and doesn't occur in Hardy.

Cinepaint is still under development upstream and is used in the industry.

It appears that cinepaint was removed as it wasn't being maintained in Debian. I believe tthat Ubuntu would benefit from having cinepaint back as industries that require that program may well move to another distro.
