Hello,
no I'm not using -proposed.

$ cat /etc/os-release

then I added -proposed and your PPA, nothing changed.

then I edited /etc/default/chrony to add SYNC_IN_CONTAINER="yes"
now service status says:

chronyd-starter.sh[50743]: Warning: Missing cap_sys_time, syncing the system clock will fail
chronyd-starter.sh[50743]: Not falling back to disable control of the system clock

Now I have to try your libcap-ng-utils stuff.
