I am having this problem as well with 046d:08d8 Logitech, Inc. QuickCam for Notebook Deluxe. The image is black and white colored horizontal lines on occasion and some other distortion. It only occurs when using gstreamer (Cheese) and with Skype. VLC works just fine.
