Then, i`ve remove the portuguese specific caracters "çã" and them i was able to edit/remove on software-properties-gtk. Adding a new comment with a special character made me unable to edit/remove.
It looks like it`s related to special caracters (accents) of latin languages. So it only affects some languages.
Confirmed the bug using the ubuntu 12.10 64bit in pt-br (brazilian portuguese).
And I found something that may lead to the bug fix:
Opening the /etc/apt/ sources. list.d/ <ppa name>.list
