it's supposed to say that the computer time is not in UTC format, and the location is Vancouver. So in my case, it seems to have ignored the UTC instruction, and translated the computer clock from UTC to Vancouver time.
Yet the /var/log/installer/debug seems to show that it is set to UTC false:
