I can also confirm this. Also, I think this is more related to the PCM volume being muted and master not. When I mute the PCM channel I can hear this static noise, but if I mute the master channel there is no static noise at all.
My volume keys on the keyboard are set to modify the PCM channel instead of master, because it seems to provide a more natural volume change experience.
