Probably on desktop, the toolbar must always be visible.
I think currently the best way to detect whether the toolbar must automatically be locked visible is by detecting a mouse/trackpack, so the detection is needed to fix this bug https://bugs.launchpad.net/ubuntu-ux/+bug/1182734
