The long-awaited new Launchpad database servers were finally deployed recently, and yesterday my colleagues switched the master over to the new hardware. I've just gone through all the timing-out URLs listed directly in this bug and via OOPS reports (including the unrelated one about searching for binary packages by name in a distroarchseries in comment #35), and every one of them that I can still access now appears to load just fine, typically rendering in less than two seconds which is well below our timeout threshold.
I'm hesitant to close this bug outright, as I've only tested GET requests and not POST requests, and it's possible that we still need to do the preloading work mentioned in comment #17; but I think that it is very probably fixed now. Please could people confirm whether translating now works properly without timeouts for you?
