If you look closely you'll see that while most strings have suggestions, they don't have a current German translation (like https://translations.launchpad.net/ubuntu/bionic/+source/ubiquity-slideshow-ubuntu/+pots/slideshow-oem-config-ubuntu-budgie/de/3/+translate)

Everyone may suggest translations, but they then need to be reviewed and approved by someone from the German Translators team (https://launchpad.net/~ubuntu-l10n-de)
