IMPORTANT: I'm on Utopic and installed it for Maverick version:

sudo add-apt-repository "deb http://ppa.launchpad.net/sagod/ppa/ubuntu maverick main"
sudo apt-get update
sudo apt-get install ubuntu-tips-applet

Fix not important, because indicator-fortune (launchpad.net/~thebernmeister/+archive/ubuntu/ppa) do task of app too (askubuntu.com/a/503974/189143), but ubuntu-tips-applet abandoned and not actual.
