That file is not specific to Xubuntu - it appears to be referenced by all pages of all releases of all flavors on cdimage.ubuntu.com. This bug should not be assigned to Xubuntu Developers.
The initial report doesn't make it clear what the specific problem is, so I'm assuming it is CSS validation errors.
