I'm not aware of anyone actively maintaining that.
Nicolas is the main developer and maintainer for the ideatorrent code and I guess I'm the last-touched-by for the qawebsite Drupal module (the piece of code managing the header and the sub-domains).
Code roll-outs are done by IS and so they'd be the ones who can replace the favicon and the logo.
I don't think we have anyone who's actively working on design/theming for the QA websites so if the design team want to help there, that'd be great.
I'd guess most of the following websites are also using the old theme:
