thanks ykarel ... looks like you were right about this being some kind of race/not consistent issue. The latest run from today fails on the overcloud deploy, so it got passed that failing task looks like

I'll dig some more if we continue to see that in fs39 but for now i'll continue chasing the other bug i am seeing there ;)
