We have being seeing this for over 4h hours but without any update from infra regarding the outage.

I believe that current outage is likely to be caused today by our pypi proxies (not real mirrors).

What makes this even more problematic is the fact that gerrit users only see POST_FAILURE message and they do not get access to any build logs, as no logs are updated.
