What I said above should be discarded if then it turns out that this gate job is not actually enabling tenant isolation in tempest.

Can't find any trace of log statement "Acquired isolated creds" in http://logs.openstack.org/24/49424/4/check/check-tempest-devstack-vm-neutron-pg-isolated/aca07fc/logs/tempest.txt.gz

And TEMPEST_ALLOW_TENANT_ISOLATION seems false in http://logs.openstack.org/24/49424/4/check/check-tempest-devstack-vm-neutron-pg-isolated/aca07fc/logs/devstacklog.txt.gz
