Today I checked again if this issue is still there and I tested using a baremetal Standard configuration.
The steps were:
system host-swact controller-0
ssh controller-1
system host-lock controller-0
system host-unlock controller-0
watch system application-list (in 5-6 minutes stx-openstack will try a reapply but will fail)
