We are seeing following error in devstack gate:

Per tempest's mtreinish, the issue has been fixed in tempest-lib-0.11.0.

The version of tempest-lib referred by tempest "needs to be bumped in upper-constraints in global requirements before it'll be installed by any dsvm job".

We don't know when that will happen. So instead of waiting on that, dimitry-ushakov from our team suggested that we use the pre_test_hook.sh to force upgrade tempest-lib.
