Just an update on this. I had a few conversations with various people at Ubuntu Summit (and also included this in my talk).
After trying Core22 (amd64 image), I can confirm that this is yet to be resolved. The error is manifested slightly different in Core22 though. It initially manages to seal the partition(s), but on the next reboot, it is asking for the recovery key ('Please enter the recovery key for disk /dev/disk[...]').
