Tempory solution...
To save the foldout operator time in searching for the foldout leafs in republisher, Ian has come up with a simple to use details/notes slip which is added into the book at the loading/biblio stage. It is then filled out by the scanner and placed where the foldout is located in the book. This also allows the scanner to pass on notes/scan factors to the foldout operator to submit at checking in since no notes are available in "proceed to foldouts".
