Save file dialog is not shown when using ctrl+s or when clicking the save button for new files.
Start at the welcome screen, select "new file", type random text in and try to save.
Also, this applies when exiting Scratch. For example, close Scratch when you type random text into a new file. Scratch will notice that the file has not been saved and will prompt you, however if you choose "Save", Scratch will close without a save file dialog.
