I'm seeing this as well. I was wondering why yum was so slow, but then I figured out it was actually the rpm Packages database. It only started after upgrading to F16. The strange thing I noticed is that a warm start doesn't help at all as if there is no caching being done. Any rpm operation is slow, even if repeated immediately after. My laptop has 5GB of RAM.

That workaround definitely fixes it for me, it's actually speedy now.
