This is <https://bugs.edge.launchpad.net/bzr/+bug/558343> which is fixed in bzr 2.2 but not (yet) in the 2.1 series. As an immediate fix I would suggest you install 2.2b from <https://edge.launchpad.net/~bzr-nightly-ppa/+archive/ppa>.
