Comment 0 for bug 1753978

when using protocol as "0" when createing a security rule. Client returns an Error

Steps to reproduce:

Create a network
Create a VM for that network
Create a Security Group
Add a 0 protocol ingress rule for the above security group.
openstack security group rule create sg-connectivity --ingress --protocol 0

Observation:

During the rule creation, throws the below error
