I have found there are 2 different modules with exactly the same name 'project_department' in 2 different editor-reviewed projects.
So you can find a module named 'project_department' in both:
http://bazaar.launchpad.net/~department-core-editors/department-mgmt/6.1/files
http://bazaar.launchpad.net/~project-core-editors/project-service/6.1/files

So this means a conflict when both 'project_department' are present in your system.
I am reporting this as a bug in both projects.
