I've tested the patch on ML2 LinuxBridge, and in the process of testing on ML2 OVS now. I'm not positive that all potential instance operating systems would not insert an entry its ARP table after receiving a unicast UDP packet, although I've verified Linux does not learn neighbors from unicast UDP packets. I think we can remove the embargo once this patch is merged.
