The python-memcached library[1] has net updated since 2017, and has reports mentioning the project is dead.
There was a discussion to move the prolect to a different maintainer but there are no progress made.
It was mentioned that pymemcache would be a better replacement of python-memcached.
IMO it's better to consider any alternative solution instead of relying on the dead project.
One option is to just deprecate oslo_cache.memcache_pool and use only the implementation from dogpile.
