I'm not really sure that this issue is an oslo.cache issue.
I think the oslo.cache error described in this issue is a side effect due to service unregistered and the root cause is the service registration fail.

This does not prevent to better secure the oslo.cache code to better notify users when they meets this problem instead crash unproperly.

Thoughts?
