The cause has been found and recorded at http://www.elvastower.com/forums/index.php?/topic/33146-an-essential-file-is-missing-and-open-rails-cannot-continue/page__pid__249000#entry249000

The forum thread reports that the Open Rails error-handling assumes that any unexpected error at start-up is due to "an essential file is missing".

This is a fair assumption for a damaged installation and would be cured by a re-installation. However the thread identifies a different cause - damaged Windows - which could be caught and reported separately.

Also, the message "an essential file is missing" should suggest a re-installation.
