In later versions of OT (3.2 does include it, not sure about 3.1), we changed the option to 'Import from the internet' which gives a submenu which includes 'Import from WRTS' next to 'Import from Cram.com', 'Import from quizlet.com', 'Import from studystack.com' and a few others. I hope that's claryfying enough to make sure the user knows WRDS is a web service. A more elaborate explanation would be nice, but it's hard to do that without making the UI seem, well, 'too full', which makes it harder to find what you want when you're not interested in importing from web services. (Which is important, it's the start screen after all.) I'd value your opinion/ideas on if the current (3.2) UI is enough, though.
Where to get an account is a different matter, I agree there should be a link somewhere to the service itself, currently that's underdocumented indeed. I think adding one on the WRDS-login page would do.
